Emergency Shelter (ES)
Criteria
- Short-term shelter in a private furnished apartment
- Each family is assigned a Housing Advocate who assists with benefits, advocates on behalf of the resident as needed, and supports the family as they work their plan.
- Adult members of the household meet with their Advocate to work on a plan to end their episode of homelessness as quickly as possible.
- The resident and organization both agree to a high standard of upkeep on the housing property.
Minimum Program Requirements
- Family consists of an adult(s) head of household with minor children in his/her custody
- Family is literally homeless

Transitional Housing (TH)
Criteria
- Mid-length housing in a private furnished apartment
- Rent is paid by Shelter Care, family pays their utilities
- Each household is assigned a Housing Advocate who assists with benefits, advocates on behalf of the resident as needed, and supports the household as they work their plan.
- Adult members of the household meet regularly with their Advocate to work on a plan to end their episode of homelessness as quickly as possible.
- The resident and organization both agree to a high standard of upkeep on the housing property.

- Family or individual is literally homeless

Rapid Rehousing (RR)
Criteria
- Mid-length housing for families who are experiencing homelessness
- Families self-select a rental property in the community. The lease is between the family and the property owner.
- Organization pays 1st month’s rent and deposit.
- Family pays 30% of adjusted monthly income towards rent starting the second month.
- Family pays all utilities – a subsidy is available for income-eligible households
- Each family is assigned a Housing Advocate who can assist with selecting an affordable rental property, obtaining benefits, and advocates on behalf of the resident as needed, as well as supports the family as they work their program plan.
- Adult members of the household are required to meet regularly with their Housing Advocate.
- Resident and organization both agree to a high standard of upkeep on the housing property.
Minimum Program Requirements
- Family consists of adult(s) head of household with minor children in their custody.
- Family is literally homeless.
- Family has a desire to rent privately in the community and agrees to create a plan to increase income to afford market-rate rent.

Permanent Supportive Housing (PSH)
Permanent Supportive Housing is designed for families and individuals who are currently experiencing homelessness and have an adult head-of-household with a long-term disability.
Criteria
- Long-term support to households experiencing homelessness and looking for the opportunity to stabilize their lives.
- Rent is either paid in full or subsidized by Shelter Care, depending on the PSH program. Households pay their own utilities – a subsidy is available.
- Each household is assigned a Housing Advocate who assists with benefits, advocates on behalf of the resident(s) as needed, and supports the household as they work their program plan.
- Resident and organization both agree to a high standard of upkeep on the housing property.
Minimum Program Requirements
- Household is literally homeless.
- Head of household has a disability.
